摘要(Abstract)：

各国政府为了激励企业创新,往往采取补贴政策。企业创新投入分为资金投入和人力资本投入。以中国制造业上市公司为研究样本,采用Tobit模型进行实证检验,发现政府补贴显著提升了企业创新的人力资本投入水平。企业在获取政府补贴资金过程中存在寻租行为,实证检验寻租活动究竟是充当了润滑剂还是损害了政府补贴政策效果,研究发现寻租活动显著负向调节政府补贴对企业创新人力资本投入的促进作用。
